Institutional Effectiveness Partnership Initiative (IEPI): Purpose and Mission

Recently enacted State legislation established a new system of indicators and goals that is intended to encourage improvement in institutional effectiveness at California Community Colleges. Pursuant to Education Code section 84754.6, the CCCCO Board of Governors (BOG) adopted a goals framework at its March 16, 2015 meeting to measure the ongoing condition of a community college’s operational environment. This statute also requires that, as a condition of receipt of Student Success and Support Program funds, each college develop, adopt and post a goals framework that addresses, at a minimum, the following four areas: student performance and outcomes, accreditation status, fiscal viability, and programmatic compliance with state and federal guidelines. 

As an outgrowth of this legislation, IEPI is a collaborative effort initiated at the California Community College Chancellor’s Office (CCCCO) to help colleges and districts improve their fiscal and operational effectiveness and promote student success, while also reducing accreditation sanctions and audit findings.The catalyst for this effort has been the student success movement and the implementation of evidence-based strategies shown to improve educational outcomes for students whether their goal is earning a degree or certificate, career advancement or transfer.

A common Statewide “Framework of Indicators” has been developed with input from internal and external stakeholders to help establish college institutional effectiveness goals.The framework focuses on accreditation, fiscal viability, student performance, and compliance with state and federal guidelines.
