To qualify for EOPS/CARE, students must meet income and educational guidelines established by the State of California.
For EOPS, the student must:
- be enrolled full-time (12 units); limited exemptions for evening students enrolled in 9 units, and students with a verified disability
- be eligible for the Board of Governors Fee Waiver (BOGW) A or B (Financial Aid Office at CSM)
- have completed fewer than 70 degree applicable units and

have placed in a basic skills math or English course or have previously enrolled in a basic skills math or English course, or meet one of the alternative educational criteria identified by an EOPS staff member

- be single, head of household, and at least 18 years of age,
- have at least one child under the age of 14, and
- be receiving TANF (Temporary Assistance for Needy Families, formerly AFDC) or CalWORKs
